If you mean just an elastic sleeve that goes over your finger when you say 'finger sleeve', then no, that won't prevent jamming it. You can still hit the top of your finger and jam it.

There's no great way to tape a jammed finger.If it's the base of the finger...the knuckle... you can buddy tape your finger to the next biggest one beside it. Just hold the 2 together and apply a couple of skinny pieces of tape around the fingers inbetween the points where your finger bend. That will give the finger some support.

You'll still be able to re-injure the finger if its hit straight on, but slightly less likely than without the tape, because it'll be taped to the finger beside it for support and somewhat protection and will be less of a target.
